It is well said that "necessity is the mother of invention". In 1938 Birmingham was as unprepared for war as any other city. A survey of basements was conducted in 1938 and three miles of trenches were dug to "accommodate" as many as twenty thousand people. But the need for better shelters to give air raid protection was of paramount importance.
