In the mid-18th century, Inveraray was the most important town in the County of Argyll, despite its near inaccessibility. The road came no closer than Dumbarton and after that a traveller was faced with a slow uncomfortable, difficult and dangerous journey on horseback through the mountains. There was, as an alternative, the sea route, but that also had its problems. Whereas the present Gaol in the Burgh of Inveraray is insecure, confined, damp, and ill-adapted for the purposes thereof (it) has become necessary to build a New Gaol in a dry and healthy situation. (also) a Court-House should be built contiguous to such New Gaol.
